E-Signature Card UAE: Fees, Application Steps & 2026 Guide

E-Signature Card UAE fees and steps with MOHRE transactions and authorization approved on mobile

An e-signature card is a government-issued smart card that lets business owners and PROs approve MOHRE labour transactions electronically. Issued through Tasheel and Amer service centers, the MOHRE-approved typing and service offices operating across the UAE, it replaces handwritten signatures. Fees typically range from AED 120 to AED 200. Processing takes 1 to 2 working days.

Umar runs a small trading company in Deira. Last March, his PRO got stuck renewing his own Emirates ID. That same day, three work permits needed urgent approval at Tasheel. The documents sat there for two days because nobody else had signing authority. Two employees waited an extra week for their visas. One almost missed a flight home for his father’s surgery.

Stories like Umar’s are why MOHRE introduced the e-signature card. This electronic signature card replaced handwritten signatures for all official labour transactions. It covers Dubai, Abu Dhabi, Sharjah, and every other emirate. Thousands of business owners and PROs carry one today.

But here is what most guides will not tell you. MOHRE is actively rolling out a new Electronic Authorisation service in 2026 that may replace the physical card entirely. So before you spend AED 200 at a Tasheel center, read this guide. This guide covers real fees, the full application process, and what to do when things go wrong. It also answers whether you still need this card.

What Is an E-Signature Card?

Think of it as a secure ID for your business. Place the card on a kiosk reader at any Tasheel center. The chip then verifies your fingerprint against stored data. If it matches, your signature is applied to the document instantly. No pen. No paper. No waiting for the boss to drive across town.

That signature carries the same legal weight as a handwritten one. This is law under Federal Decree-Law No. 46 of 2021 on Electronic Transactions and Trust Services. Any document you sign through the card is legally binding and recognized by UAE courts (UAE Government Portal, 2021).

Beyond legal validity, the card removes the need to physically travel every time a document needs signing. For business owners who manage multiple employees or operate across emirates, this saves hours each week. It also eliminates the risk of delays caused by a single person being unavailable, as Umar learned.

What Are the Key Benefits of an E-Signature Card?

An e-signature card delivers four core benefits: instant kiosk signing instead of days-long paperwork, chip-level encryption that resists forgery, PRO delegation so no single absence blocks approvals, and nationwide validity across all seven emirates with zero re-registration. Together these benefits save UAE business owners hours of admin work every week.

  • Documents are signed in seconds at any Tasheel or Amer kiosk.
  • Each signature uses chip encryption, making forgery far harder than with ink.
  • Owners can authorize PROs to sign, so no single absence blocks operations.
  • The card is valid across all emirates with no re-registration required.

Who needs an E-signature card in the UAE?

Not everyone working in the UAE needs one. This card is for people who handle company transactions with MOHRE on behalf of a business. Companies in free zones such as JAFZA have their own authority rules. They may still use MOHRE cards for mainland employees. Regular employees who do not sign company documents do not need one.

Establishment Owners

If you own a company registered with MOHRE, you are eligible. Your e-signature card links directly to your establishment file. It lets you approve work permits, labour card applications, and employee contracts without visiting a service center every time. You will need a valid establishment card issued by ICP, the Federal Authority for Identity, Citizenship, Customs and Port Security, as a prerequisite.

PROs and Authorized Signatories

Company managers, Public Relations Officers, and any authorized signatory designated by the owner can each hold their own card. MOHRE allows more than one card per establishment. The authorized signatory must also be authorized with ICP to sign on behalf of the company.

How Do You Apply for an E-Signature Card?

The process is the same across all UAE emirates. Apply in person at any MOHRE-approved Tasheel or Amer service center. You cannot apply remotely. Biometric capture is required for card issuance, so a physical visit is mandatory. The card is not mailed to you.

Documents You Need

  • Emirates ID (Original): Must be valid
  • Passport + Visa Page (Copy): Clear copy of passport and current residence visa
  • Colored Photograph: Recent photo with a white background
  • Trade License (Copy): Valid license linking the card to your business
  • Establishment Card (Copy): Issued by ICP
  • Board Resolution / POA: Only if applicant is not the company owner
  • MOHRE Person ID Number: Must have a personal file with MOHRE

NO MOHRE FILE YET? Open one at any Tasheel or Amer center before your card appointment. Bring your Emirates ID and passport copy. The process takes around 15 minutes and costs approximately AED 80.

Step-by-Step Application at Tasheel

  1. Visit your nearest Tasheel or Amer service center.
  2. Submit your application and documents.
  3. Biometric capture (fingerprints and photo).
  4. MOHRE verifies your application. Processing typically takes 1 to 2 working days. Track your application status via the MOHRE app or call 800 60 (8am to 8pm).
  5. Collect and activate the card at the same center. Both Tasheel and Amer centers can process this step.

Activating Your Card

The representative activates the card before handing it to you. No software installation is needed. Simply present the card at any Tasheel kiosk when you need to sign a document, and it works immediately.

How Much Does the E-Signature Card Cost?

The total typically runs AED 120 to AED 200, but that is not a single flat government fee. It combines three separate charges plus VAT. The table below breaks down each fee component and who charges it.

Card Issuance (MOHRE)40Standard government fee

Renewal, Lost Card, and What to Do When Things Go Wrong

Your e-signature card expires. When it lapses, you lose access to all MOHRE transaction approvals until you act. The same applies if the card is lost or stolen.

Renewing Before It Expires

The card is commonly valid for 2 to 3 years, often linked to Emirates ID expiry. When it lapses, you cannot approve MOHRE transactions until you renew. The kiosk will reject the card and display an expiry error. All pending work permits and employment documents will be blocked until the renewal is complete. Renewal fees follow the same structure as initial issuance, typically AED 120 to AED 200 depending on the service center.

If Your Card Is Lost or Stolen

IN THE MEANTIME: Use UAE Pass while waiting. Most MOHRE transactions are available through UAE Pass at no cost.

If Your Card Is Physically Damaged

Is an Electronic Signature Legally Valid in the UAE?

For labour-specific transactions, Federal Decree-Law No. 33 of 2021 governs employment relations. The e-signature card is the approved method for authorizing those transactions with MOHRE.

What Is a Digital Certificate and Who Issues It?

Every e-signature card works because of a digital certificate behind it. This certificate proves the signature belongs to you and is issued by a government-licensed provider. TDRA, the Telecommunications and Digital Government Regulatory Authority, regulates who can issue these certificates. Only TDRA-licensed providers can issue one under current UAE regulation.

You may see these providers called DCSPs, short for Digital Certification Service Providers. The current official term is Trust Service Provider, or Qualified Trust Service Provider for the highest license level.

When you apply at Tasheel or Amer, your certificate is issued and managed behind the scenes. You do not deal with the provider directly.

This system is what makes your e-signature card legally binding. It is the same framework behind UAE Pass and the other options listed below.

Which One Do You Need: Card, UAE Pass, or Digital Signature?

All three options carry full legal validity under UAE law. The right choice depends on your transaction volume, budget, and how you prefer to work. The table below compares each option on purpose, cost, and best-fit use case.

What If the E-Signature Card Does Not Work?

Most e-signature card problems have a simple fix. Kiosk errors, fingerprint mismatches, and expired cards are the most common issues businesses face. Each one has a clear resolution that does not require a full reapplication.

E-Signature Card UAE: Common Questions Answered

Yes. MOHRE was formerly called the Ministry of Labour, or MOL. Some older forms and websites still use that name. The card itself has not changed. It remains the same MOHRE-issued smart card used to sign labour transactions electronically (MOHRE Services Directory).

No. Your Digital Certificate is issued together with your e-signature card by a TDRA-licensed Trust Service Provider, under the TDRA Trust Services Framework. Both expire on the same date. When you renew your card at Tasheel, the provider issues a new certificate automatically behind the scenes.

Visit any Tasheel or Amer service center and submit a card cancellation request. Bring your trade license, establishment card, and Emirates ID. The card is deactivated in the MOHRE system immediately. This stops the departing signatory from approving documents on behalf of your business. Cancel the card the same day they leave.

The card remains physically functional but MOHRE may block transactions. Authorization links to your active establishment file. If your trade license lapses, the file may be suspended. Renew the trade license first. Then contact Tasheel to restore MOHRE access before you approve any documents.

No. Every Tasheel and Amer kiosk has a built-in card reader. You do not need to buy or install any hardware. Bring the physical card to a service center when you need to approve documents. For mobile transactions through the MOHRE app, use UAE Pass on your phone instead.

No. A bank signature card is an older paper record banks use to match your handwritten signature on cheques. Your MOHRE e-signature card is a government-issued digital ID for signing labour transactions electronically. The two serve different purposes and are issued by different authorities.

Visit any Tasheel or Amer service center and ask staff to check your card status using your Emirates ID. You can also call MOHRE on 800 60 or check through the MOHRE app. The system displays your current status, expiry date, and linked establishment details.

Your Next Steps

If your business needs MOHRE transaction access today, the card is available at any Tasheel center. Keep an eye on MOHRE’s Electronic Authorisation rollout. For many businesses, UAE Pass already handles what you need without the cost.
